MPs have accused Prime Minister Nabbanja for the decision Rt. Hon Speaker Jacob Oulanyah took regarding bills passed during 10th Parliament.
On Thursday, Oulanyah told legislators that if there is a bill they want to be passed from 10th Parliament, they must debate it afresh. This has caused a lot of chaos and blame game among MPs who have now thrown it at Nabbanja.
Legislators who have a legal background say the leader of government business, Robinah Nabbanja failed to bring a motion to save and reinstate the business of the 10th Parliament.
They called for government to think of moving a motion that will see the suspension of rule 16 of the Rules of Procedure of Parliament.
According to them, it will pave way for the reinstatement of the old business in the House.
The speaker says the deadline for the reintroduction of the said business had elapsed. Apparently, they would reinstate it through a government motion during the second sitting of the 11th Parliament.
This affected so many bills that could have been really helpful to the people if passed into law.
This issue has now divided Members of Parliament. Prime Minister, Robinah Nabbanja has not yet reacted to this accusation from her colleagues.
However, it doesn’t look like Speaker of Parliament, Jacob Oulanyah is going to back on his descion any time soon especially if the law is on his side.
