“The President should start appointing Ministers who are going to deliver, not those who are given positions as a reward.”
Jonathan Ebwalu says this is the reason why Ministers appear when they want. According to him, if they were in for the work, they wouldn’t make delivery second priority.
“What is happening in Parliament now is that Ministers appear when they want. When you see a Minister in Parliament, they are coming to either defend a loan request or the Speaker has directed that they attend.”
The Executive Director of Uganda Media Centre, Ofwono Opondo, said sometimes he is taken aback when he listens to some ministers. Opondo says he sometimes wonders if the ministers belong to the ministries they are in.
“Sometimes you listen to some Ministers discussing, and you wonder whether the Minister belongs to the ministry they are in. The onus is on the NRM. We can’t afford mediocrity, yet Ugandans entrusted us. We can’t let the NRM leadership be a country club.”
The competence of most of the ministers has been questioned by the public. In fact Hon. Semujju Nganda said with every term, the quality of ministers and Members of Parliament keeps deteriorating which is alarming.
