President Yoweri Museveni has warned Uganda Management Institute(UMI) and other tertiary institutions against passing out job seekers rather than job creators saying government is tired of seeing unemployed graduates roaming on the streets.
Presiding over UMI 17thgraduation onFriday where over 3021 people graduated with PhDS,Masters and Post graduate Diplomas, Museveni in his speech read by Prime Minister Dr. Ruhakana Rugunda said passing out job seekers will jeopardize government strive to realize middle income status and vision 2040 aspirations.
“The NRM government attaches great importance to human resource development. This is in line with vision 2040 to transform society from peasantry to modern and prosperous country within 30 years however as we move towards attainment of middle income status, the country needs appropriate human resource with liberal management skills.it is not just question of numbers and qualifications in terms of certificates. This will only bring about inflation of certificates. What is needed is the right attitude to work, appropriate skills because the country is looking for people that are result oriented, able to train and retain, ”Museveni said.
“UMI must therefore develop managers who have the ability to link science with management, harness local resources through creativity and innovations to buy out accelerated economic growth and development rooted indigenous management philosophy, Museveni said.
He further said civil servants trained must respond to societal needs and solve problems in this country at the same time.
James Nkata asks government of Museveni for support
UMI Director General Dr. James Nkata noted that UMI has had an out-sized opportunity to influence today’s and tomorrow’s African elites in public and private sectors by training over 30,000,000 for the last fifty years on various aspects of leadership and management, on short and long courses on its four campuses located in Kampala, Gulu, Mbarara and Mbale.
Nkata however asked government for support in realizing the next 50 years master plan and programme of action.
“As we embark our next 50 years in pursuit of being a world class Management Development Institute, we look forward to your involvement and support for instance making UMI a think tank that provides government with advice on policy development and strengthening the Business Incubation Centre in order to enhance entrepreneurship, innovation and creativity through building ideas on development of the country.
“Being a research led MDI,we request government to establish a National Research Fund, develop a National Research and Innovation Policy and establish a national rating mechanism for publications. UMI is willing to participate,”Nkata noted.
Dr.Rugunda launched UMI news state of art modern block that has e-library and modern facilities for world class learning. Its has capacity to accommodate 1000 students in its lecture rooms and parking capacity of 300 cars.
The sh 7.2billion complex was built by Excel Construction limited in 9 months’ time frame.
Undertakings
The Institute is set to embark on its next phase of the Estates master plan. We are to construct a 14 floor multipurpose building here at Kampala, Lecture rooms and office blocks in Mbale and Mbarara in the next three years. This will cost the Institute up to UGX 60 billion in Kampala and UGX 20 billions for Mbarara and Mbale. We are very firm in the promise that His Excellency the President, made at last year’s graduation that government will certainly contribute to the required funds.
The Institute has established an Anti-Corruption Strategies Centre to deal with this wicked problem through researchandtraining. The Institute is set to reintroduce a course on Journalism; this time round, a Postgraduate Diploma in Applied Journalism and Public Affairs Management. This will come along with a Postgraduate Diploma in Diplomacy and International Relations Management; and also Postgraduate Diploma in Educational Leadership and Management for heads of educational institutions. The Institute has started a Business Incubation Centre (BIC) which will complement the management training by transforming management ideas and research into solutions to management challenges facing private and public organizations.
Amidst these achievements the research foundation of the institute is constrained with limited funding to research activities. We request Government to establish a National Research Fund,develop a National Research and Innovation Policy and establish a national rating mechanism for publications.
