Odds Favoring Tumukunde As Judge Threatens To Dismiss His Case

City hall Court Grade 1 magistrate Velarian Tuhimbise has threatened to dismiss a case against retired Lt. General Henry Tumukunde of unlawful possession of arms and ammunition.

This is after prosecution’s Viola Tusingwiire informed the court that investigations into the matter were still ongoing.

The magistrate has given prosecution the last adjournment until November 23rd. She will dismiss the case for lack of prosecution due to signs of unreadiness. This is if the prosecution fails to complete its investigations.

Prosecution states that on March 5th, while appearing on a morning show at one of the local TV stations in Kampala, the Rtd. Lt Gen made utterances that were calculated to instigate the Republic of Rwanda to invade Uganda and cause an unlawful change of government.

The prosecution further alleged that on 13th March 2020, security operatives conducted a cordon and search operation at Lt. Gen. Tumukunde’s office along Impala Avenue in the reclusive suburb of Kololo. They recovered firearms which the General was allegedly holding without a valid license.

Tumukundes is battling with unlawful possession of two guns, an AK 47 and a pistol, and being in possession of 34 runs of ammunition.

General Tumukunde is also charged with one count of treason. In this, prosecution states that General Tumukunde made utterances that were inculcated to mean treason. The general said this on March the 5th.  He was appearing on a morning show at one of the local television stations in Kampala.

A short Profile of Gen. Tumukunde

Henry Tumukunde is a retired senior military officer of the Uganda People’s Defence Forces (UPDF).

A lawyer by profession, Tumukunde also served as the army’s chief of personnel and administration and chief of military intelligence. He also served as the commanding officer of the UPDF Fourth Division, based in Gulu in Northern Uganda.

He was also the director-general of the Internal Security Organisation and a Member of Parliament representing the Army in the Sixth and Seventh Parliament (1996-2005.)

Born on February 28, 1959, in Rukungiri district, western Uganda, Tumukunde studied at Bishop Stuart College Demonstration School for his primary studies before going to Kigezi College Butobere and Kibuli Secondary School for his O-Level and A-Levels, respectively.

He graduated with a Bachelor of Laws from Makerere University in 1981 before he joined the bush war that ushered in the National Resistance Movement government five years later.

He also holds a Master’s degree in Oil and Gas Management, awarded by the Graduate Institute of Geneva in 2013.
