He pledged to partner with training institutions and players in the construction industry so that those currently working in the sector attain formal professional training.
“The surveyors industry currently faces numerous challenges among them being fake people working in the industry with professional,”Kibwami said.
According to him these misrepresent the industry because they do shoddy work meant to be handled by the professionals hence taint image of surveyors.
According to their registration board, there are about 1400 registered surveyors in the industry.
At least 90 percent of the land surveyors operating in Uganda are not licensed, former president of Institution of Surveyors of Uganda, Dr Ronnie Ssengendo said.
He said the statistics implies that the majority of the land surveyors are fraudsters, since the law defines surveyors as only those registered or licensed.
“If we are to count masqueraders by the definition of the law, I am sorry to say we have to start with ones in the government [institutions] like KCCA, UNRA, and standard gauge railway. For example, the chief government valuer is not even a graduate member [and] is not even thinking about ever becoming professional,” he claimed.
Ssengendo said that the entire Uganda has only 109 registered land surveyors, 72 evaluers, and 52 quantity surveyors, which he said is a very small number given that Uganda has more than 1,000 trained professionals.
Ssegendo said the fact that most of them are not registered makes it difficult for their umbrella organisation to discipline those engaged in misconduct.
“The problem of professional misconduct by surveyors is really big but the challenge is that most of them are not registered members. When someone is caught [in the wrong], the only way out is to take them to police. However, if you are a member, we can demote you, cancel your license or even expel you from the institution,” he said.
But Dr Nathan Kibwami makerere university lecturer says Uganda has a big challenge to develop the capability of these professionals in the country. However, he added, the current education does not have that capacity, since most of the surveyors that graduate cannot even write a critical analysis of a project to demonstrate their competence.
