Uganda Cooperative Alliance In War With Uhuru Institute For Social Development Over Supremacy

Uganda Cooperative Alliance (UCA) Limited has written to members of the cooperative movement to disassociate with Uhuru Institute for Social Development(UISD).

This follows a disagreement over supremacy. UCA CEO insists that all cooperatives should cease to work with Uhuru Institute for Social Development forthwith.

“UCA  is the only voice of the cooperative movement both nationally and internationally. It is legally mandated to advise the government on cooperative movement policy, resolve disputes between and within cooperatives, advise and mobilize resources for societies,” Ivan Asiimwe UCA Chief Executive Officer said.

“The Uhuru Institute is not a registered Cooperative society but rather a limited liability company with private interests. The Cooperator Magazine is not an official publication of the Cooperative movement. A private entity publishes it,”  UCA boss said.

“Uhuru is seeking to divide the movement, serve personal or private interests and political scores,” he added.

Uganda Cooperative Alliance Chairman Tweyambe said they will engage in a mass media campaign against UISD.

“The activities of Uhuru Institute for social development so far as they are divisive of cooperators and demeaning of the Apex body and its officials are outside the ambit of the movement and do not reflect the values and principles of cooperatives,” Tweyambe said.

“The Uhuru Institute for Social Development has no legal mandate to organize cooperators at any time for matters related to the cooperative movement unless it has sought approval from the Registrar of Cooperatives and the Apex body,” Tyeyambe stressed.

UISD and its publication, the Cooperator, are “not part” of the Cooperative movement in Uganda. UCA did not sanction its formation and its publications.

UCA  Ltd is the umbrella Organisation for all cooperatives in Uganda. They established it in 1961. It serves as the voice of the cooperative movement at both the national and international levels.

Its mandate is recommending to government matters of policy relating to cooperatives arbitration.

The UISD is a registered business entity founded in June 2013 to train cooperatives on savings and business management skills.

Read what some leaders said; Ms Naigambi Lydia from Nawandala Trading Centre says, “They solicited money from us through opening bank accounts and depositing Shs80,000. They also asked for land titles and land agreements from us yet we don’t have such things. I was informed that I needed to have a business with a capital of Shs4m yet my capital was very small.” The chairperson Kisoboka Saving Group in Nawandala Ms. Nakagolo Faith said they were not able to join the program. This is given the many conditions attached. She also asked their woman MP to raise their concerns to the relevant offices. The MP condemned the mode of implementation of the program. She cited that it has turned to benefit the well-off class of women other than the intended group. She further asked the government to intervene saying the current strings attached to the programme are very tight to accommodate a common woman. GROW project is a Government of Uganda initiative that arose out of the need to respond to the needs of women entrepreneurs. This is especially those who want to grow their businesses, sustain their self-employment and create more jobs.
