The stakeholders agreed that externalization of labour should resume subject to verification. This is on condition that the recruitment companies and pre-departure orientation centres have taken all necessary measures to ensure compliance with the COVID-19 SOPs issued by the Ministry of Health and the Ministry of Gender. Accordingly, the Ministry of Gender, Labour and Social Development embarked on a comprehensive inspection of all external recruitment agencies and pre-departure training centres. The ministry is finalizing this exercise in the meantime.
Therefore, passengers traveling in and out o the country through the gazetted immigration points were cleared. This was with effect from 1st-October-2020 if they observe the SOPs and adhere to arrival and departure guidelines, the Ministry considers it reasonable to allow licensed recruitment companies to resume processing workers for placement abroad from Tuesday 8th December 2020. These are companies that have fulfilled the requirements of the SOPs.

Note, the external recruitment companies not existing in the list above are not approved;
For avoidance of doubt the recruitment companies currently not approved by the gender ministry are not allowed to resume processing workers for placement. However these companies will be allowed to resume placement of workers abroad as and when the reasons for stay of their resumption are resolved.
Therefore all recruitment companies should ensure that the workers possess all the required documents. These include valid visas, health certificates and any other necessary clearances.
The permanent secretary ministry of gender further urges all recruitment companies to remain vigilant. They should recognize that the COVID-19 pandemic is still afflicting the world.
Preventing the spread of COVID-19 and saving lives is the most critical thing at the moment.
“I call upon all recruitment companies to remain ethical. They should ensure the protection of migrant workers whom they deploy for work abroad.” Part of the statement read.
The ministry has also designed a Tracking/Monitoring Instrument accordingly to assist in mapping key issues/challenges against respective responsibility centres. It will also hold periodic stakeholder review meetings to continuously assess progress. This is part of its continuous effort of making the externalization of labour safe, orderly and regular.
The ministry of gender has planned other meetings with other government stakeholders on Wednesday 9th-Dec-2020.
