According to Works Minister Gen. Edward Katumba Wamala, the World Bank is still not satisfied with the social safeguards in place, following controversies surrounding the compensation of households affected by the quarry used by the approved contractor Mota-Engil in Katine, Soroti District. The project has been halted since 2018.
The World Bank partly financed the road rehabilitation project valued at 331.6 billion Shillings. It is also part of the 897 billion Shillings North Eastern Road Corridor Asset Management Project (NERAMP)
Gen. Katumba Wamala has told parliament that a few households petitioned the global lender. They claim they want a review of the compensation process. This has led to the latest impasse with the World Bank.
The minister was meeting members of the Physical Infrastructure Committee of Parliament on Wednesday. The Ministers explanation followed a concern raised by Koboko County MP Samuel Okwir about the poor state of the road from Lira to Kamdini.
Okwir says they signed the contract in 2018. But, the contractor disappeared from the site with no clear information from Uganda National Roads Authority.
He also added that there is a need for immediate intervention to save the lives of the people using the road.
Gen Katumba Wamala told MPs, despite several explanations that the government dully compensated the households at the quarry, the World Bank still declined to release funds for the construction.
He adds that the government is negotiating with correspondences to start the project.
