Lt Gen. Andrew Gutti To Swear In Today As The Head Of General Court Martial

Lt General Gutti Andrew will be sworn in today as the Boss of General Court Martial which is located at Makindye in Kampala.

In June 2018, General Gutti and his team were reappointed by the UPDF high Command to once again administer the General Court Martial which sits at Makindye headquarters.

Gutti’s team members include Maj. Serugo Henry, Capt. Mugerwa Paul, Maj. Tumwesigye Frank, Col. Tukachungurwa Richard (Judge Advocate ) , Maj. Navuga Sarah, Capt. Grama Opar Teopista, Maj. DM Karyabashisha, WO1 Kamya Paul, Col. Rubahika James, Brig. Arocha Joseph, Maj Bizimana John ( secretary ), Maj Mugisha Raphael ( prosecutor ) and Capt. Ssekayita Charles ( defence counsel ).

Depending on the UPDF Act 2005, which states that the army court martial comprises of a chairman who will not be below the army rank of senior officers, political commissar, junior officers, a Lieutenant Colonel etc and all these officers are being appointed by the High Command for one year period.

The General Court Martial is expected to try the former IGP, Kale Kayihura who was arrested and detained last month.
