Minister Of Education And Sports Address Parliament About PLE Confusion

Janet Kataha Museveni who’s the minister of education and sports made an appearance in parliament yesterday to address the flow and the Nation at large about the just concluded primary leaving examinations (PLE).

Many concerns of unregistered pupils were raised this time round and the main cause draws back to head teachers who misuse the registration funds leaving the pupils with no other option but wait for another shot next year.

Mrs Museveni said the ministry is working so hard to find the actual circumstances under which over 30 pupils is Iganga district failed to sit for their final primary exams before adding that some pupils miss out on sitting their examinations, because they are in schools which are not known (not registered) by the Uganda National Examinations Board (UNEB).

“Incidents of schools without examination centers register pupils and we’re investigating why these pupils are not registered in schools with exam centers,” Mrs Museveni said.

The minister added saying the policy under which UNEB operates is clear starting with registration of students (candidates) in March of the exam year, before going on to lay the various steps they go through before papers are done by candidates which involve preparation of examinations, setting, moderation, typesetting and packing, distribution and then field conduct of the exams.

“Candidates sitting for their exams in a particular year are all subjected to use the same instruments to ensure uniformity in terms of grading.

Setting a different exam to cater for those who missed during the scheduled examination time is generally a bad practice even internationally” The minister said this while answering to questions raised by leader of opposition in parliament Hon Aol Betty Ocan and Busiro county member of parliament Medard Lubega Segona who questioned the minister for the ministry to consider giving exams to those who missed in order to make up for their loss.

The deputy speaker Jacob Oulanyah also urged the minister to consider putting up a system that can allow students verify their registration before sitting for the final papers.
