It apparently prohibits hate speech and makes it criminal to degrade another person, tribe, ethnicity, religion or gender.
Kampala Central MP, Muhammad Nsereko tabled the largely criticized amendment bill. However, he maintains that it is important for the regulation of social media.
The bill makes it a crime to post photos of minors or anyone on social media without their consent.
Mawogola South Legislator Gorreth Namugga however presented a minority report opposing the majority report Moses Magogo, the ICT Committee chairperson tabled.
Clause three of the bill prohibits the sending, sharing or transmitting of any information about or relating to a child through computer.
This dictates that one has to seek permission from the child’s parent, guardian or any other person having authority on behalf of the child.
The committee recommended that clause six should be amended to remove reference to the criminalization of sharing misleading information. This came after they examined the case between journalist Charles Onyango Obbo and the Attorney general.
According to Magogo, the amendments are intended for punishing those who misuse social media to tarnish other people’s image.
However, they deleted the clause seeking to restrict leaders who commit any offence under the Computer Misuse Act from holding any public office for a period of 10 years.
Shockingly, however, Kampala Central MP, Muhammed Nsereko, who proposed the amendments, did not appear.
