Hoima district leadership has been ordered to recover over Shs100 million that has been lost through ghost projects. On Friday, the deputy Inspector of Government (IG), Dr. Patricia Achan discovered ghost projects in Hoima district.
She found that these were established under the World Bank-funded Development Response to Displacement Impact Project (DRDIP).
At the moment, Achan is still in the Bunyoro sub-region to directly monitor the DRDIP’s progress. She noticed that the Shs 50 million released for the Kasenyi-Lyato wetland restoration project had yielded no results.
Furthermore, she noticed that the Runga solar power lighting project in Kapaapi sub-county had not been implemented. This enraged her because shs 65 million had been released to fund this very project. All of the said projects were created in the FY 2021/2022 financial year.
From the time of her findings, she has since ordered Charles Oluba Komakech, the Hoima CAO to recover all this money. She condemned the district leaders for failing to monitor and supervise the implementation of the DRDIP leading to its failure.
She advised them to routinely monitor and hold meetings with beneficiaries to discuss challenges they face during implementation.
More to that, Achan tasked the district leaders to ensure that value for money is realized in the project. She said this is possible by ensuring proper accountability and transparency during the implementation of the project.
At the start of the project in the district in 2018, the district leaders received shs 19 billion. This money has been distributed to 341 groups according to Dr Charles Kajura, the focal person for DRDIP in Hoima.
