What You Didn’t Know About Doris Akol, The Former URA Commissioner General

President Museveni has appointed John Musinguzi Rujoki as the Uganda Revenue Authority Commissioner General, replacing Doris Akol.

“By virtue of powers granted to me by the Constitution, I have appointed John Musinguzi Rujoki as the new Commissioner General of URA. This appointment takes immediate effect,” Museveni posted on his social media pages on Sunday, March 29.

Musinguzi holds a Master’s degree in Computing and Information systems of the University of Greenwich and a Bachelor of Science in Mathematics of Makerere University.

He is the Senior Presidential Advisor on ICT and Investment.

Musinguzi replaces Doris Akol, whose departure from the tax body is shrouded in mystery as she was serving her second term as Commissioner-General.

About madam Doris Akol

Doris Akol is a Ugandan lawyer and administrator. She is a former Commissioner General of Uganda Revenue Authority (URA). She was appointed to that position by Maria Kiwanuka, then Ugandan Minister of Finance, Planning and Economic Development, on Monday, 27 October 2014. She replaced Allen Kagina, who retired after two consecutive five-year terms at the helm of URA.

Doris Akol attended Nakasero Primary School. For her O-Level education, she studied at Mount Saint Mary’s College Namagunga. She then attended Nabisunsa Girls Secondary School. She holds the degree of Bachelor of Laws (LLB), obtained in 1993, from Makerere University, Uganda’s oldest and largest public university. She also holds the postgraduate Diploma in Law Practice (Dip.Law.Pract.), obtained from the Law Development Centre, in Kampala. Her Diploma in Financial Management (Dip.Fin.Mngmt.), was obtained from the Uganda Management Institute. She holds the degree of Master of Laws (LLM), obtained from Makerere University. Her second degree of Master of Laws, was obtained from McGill University in Canada. She is a member of the Institute of Chartered Secretaries and Administrators (ICSA).

Following her graduation from the Law Development Centre in 1994, she spent one year at Price water house Coopers, at their Kampala offices. In 1995, she joined URA, as a Legal Officer. From 2012 until 2014, Doris Akol was the Commissioner for Legal Affairs and Board Matters at the Uganda Revenue Authority. In that capacity, she also served as the Company’s Legal Secretary. In October 2014, she was appointed Commissioner general at URA. She assumed her new office on 30 October 2014.

The women were on Wednesday at Namabwere primary school in Nawandala Sub County. They had gathered in their respective groups to receive over 300 chickens from Hon Alibaawo in her campaign to improve the livelihood of women in Iganga district. Each group was given 50 chicken as start-up capital in their journey to prosperity. Read what some leaders said; Ms Naigambi Lydia from Nawandala Trading Centre says, “They solicited money from us through opening bank accounts and depositing Shs80,000. They also asked for land titles and land agreements from us yet we don’t have such things. I was informed that I needed to have a business with a capital of Shs4m yet my capital was very small.” The chairperson Kisoboka Saving Group in Nawandala Ms. Nakagolo Faith said they were not able to join the program. This is given the many conditions attached. She also asked their woman MP to raise their concerns to the relevant offices. The MP condemned the mode of implementation of the program. She cited that it has turned to benefit the well-off class of women other than the intended group. She further asked the government to intervene saying the current strings attached to the programme are very tight to accommodate a common woman. GROW project is a Government of Uganda initiative that arose out of the need to respond to the needs of women entrepreneurs. This is especially those who want to grow their businesses, sustain their self-employment and create more jobs.
